Taiwan China Peace Agreement

The Republic of China and Japan will endeavour to conclude an agreement on civilian air transport as soon as possible. Moreover, a peace agreement is only an intermediate solution. It shows the way for possible future reunification. It is not reunification per se. It is a political relationship in circumstances where both parties are not yet reinstated. It slows down the pace and limits the extent of reunification — it may even delay reunification. One could say that if this were Taiwan`s wish, a cross-border peace agreement could be useful. The idea of KMT President Wu Den-yih for a cross-border peace agreement was not well received. Third, policy makers on both sides must clearly assess the costs and risks they are willing to take in exchange for payments to which they value them. Fourth, both parties must decide whether, in a given situation, they are content with a limited payment or are trying to find a much greater situation. Fifth, a matter of time is this: when is the best time for both parties to re-engage? It would be an act of strategic ignorance if both sides did not seize the opportunities for lasting peace. The proposal of the Taiwan Highway as a peace zone would help to seize this opportunity.

Neither the Republic of China nor the People`s Republic of China were invited to sign the San Francisco Treaty, as other countries disagreed on China`s legitimate government during and after the Chinese Civil War. Under pressure from the United States, Japan signed a separate peace agreement with the Republic of China to formally end the war between the two states with an ROC victory. Although the ROC did not participate in the San Francisco Peace Conference, even due to the resumption of the Chinese Civil War after 1945, this treaty is largely in line with that of San Francisco.
